Our History

n 1978, a foundational decree by the Widow Norton, Empress I Jose, granted the community of Alameda County the authority to select their own monarchs for Imperial representation. This initiative built upon existing Imperial traditions in the East Bay, previously administered by an organization known as the "King & Queen of Hearts of Alameda County."

A pivotal moment occurred when the reigning Queen of Hearts stepped down to campaign for the title of Empress. The inaugural Imperial Board of Directors of Alameda County undertook the considerable tasks of drafting the constitution and bylaws and engaging community participation.

By September 1979, Alameda had crowned its first monarchs: Emperor I Eddie Paulson and Empress I Suzie. In the ensuing years, members of the Empire distinguished themselves by representing Alameda County with dedication and providing substantial charitable assistance to the community.

Our Guiding Principles

The foundational strength of the Empire lies within its Constitution and By-Laws, expertly crafted by our founders: Empress 9 Tootsie, Manuel Oliver, Emperor I Eddie Paulson, Empress 1 Suzie, Peter Palm (Nez Pas), Fat Fairy, Fred Corella, and Empress 5 Cha Cha. Their original mandate remains as relevant today as when it was established:

"To establish, preserve and support the positions of Emperor and Empress of ISE Inc. These titles are not personal property but are held in trust for the benefit of all citizens within Alameda and Contra Costa Counties. Service through united, intelligently guided action shall remain the hallmark of ISE."

"The organization is formed to cultivate friendship and fellowship among its members, promote harmonious community relations, elevate human understanding and concern, and provide assistance and aid to those in need."
